I haven't played the newest skylines; and actually only have the original skylines game (no expansions) - so forgive me if this exists... I've greatly enjoyed playing it like simcity, and realizing its completely different in the best ways... with still more ideas... it started to remind me of some things, already psudo-supported.
In the game you expand your map mostly in 2D; with a limited 3D for raising/lowering things*... but... what would be more interesting... if like in same SimTower... perhaps not in the upward direction (at least at first)... but downward... came to mind.
Imagine... just as you can move into plots in 2D around you... it would be neat if you could buy (or control/create) land below you in an n-tier style fashion... basically you could stack city upon city ... and use more dimensions to manage connections, etc.
This opens up a lot of avenues for some interesting scenarios (expansion) - plus, like a billion other games do this... and ... I'd think the implementation would be rather trivial... relative to the awesome complexity and method of design for a "city."
I guess, honestly, what popped into my head, is a City Skylines that works more like this... more freedom in 3D... conceptually and amazingly more powerful, without needing terribly different or additional programming (by my estimation).
